Biography

Laura Recuero Virto is a Professor of Economics at ICN Business School (France) and a member of the CEREFIGE research centre at the University of Lorraine. She holds a PhD in Economics (Toulouse School of Economics), a PhD in Environmental Engineering (Polytechnic University of Madrid), and the Habilitation à Diriger des Recherches (HDR) from Paris-Dauphine University, as well as a degree in Telecommunications Engineering and an MBA in International Trade.

Before joining ICN in 2025, Laura coordinated the research activities of the Ocean University Initiative (Institut Universitaire Européen de la Mer, IUEM) and was seconded to the OECD Environment Directorate to work on SDG 14 indicators. She has held senior roles at the French Ministry of Foreign Affairs (Head of Economic Analysis and Globalisation; Chief Economist). Her earlier career includes positions at the OECD, ARCEP (telecoms regulation), ART (transport regulation), Télécom ParisTech, the World Bank Institute, CNES (launch programmes at the Guiana Space Centre), the European Space Agency (Galileo constellation), and Nortel Networks (mobile R&D). She contributed for several years to the OECD’s African Economic Outlook (with a focus on Lusophone countries) and is a regular contributor to the media, including Le Monde, the Financial Times, Les Afriques, and RFI.

Her research often lies at the interface of technology and biodiversity, with work on underwater noise and biodiversity and on the sustainability of digital systems (5G/6G). This research has been supported notably by the Belmont/ANR SHIPTRASE project (2020–2024). She also examines public perceptions and preferences regarding nature and the integration of nature into public policy. She teaches environmental economics, applied econometrics, biodiversity economics, as well as macroeconomics and digital transformations (ICN, Mines ParisTech, Sciences Po, École Polytechnique) and previously created a two master’s programme in Management & consulting in Sustainable Development at De Vinci Higher Education (PGE).
